DGFT informed that w.e.f. 25.7.24, the Ministry of Steel has launched an updated version 2.0 of the Steel Import Monitoring System (SIMS 2.0). The import registration services can now be accessed at https://sims.steel.gov.in instead of dgft website https://dgft.gov.in).

DGFT informed that any authority, customs, stake holder can check genuineness & verification of any lic, authorization, scrip, certificate etc, issued by DGFT which bears UDIN at the top right corner, through dgft website by entering UDIN (Unique Document Identification Number – 18 digit system) and the UDIN verified document can also be downloaded. No other mode required for confirmation.

Policy condition revised for export of Rice (Basmati & Non-Basmati) that certificate of inspection by EIC/EIA will not be required for six months against export to certain European Countries.
It is clarified that in terms of para 4.17 of HBP – 23 an applicant/AA holder can file representation for a review of the decision of NC upto 31.12.2024 against the NC decision taken before 1.4.2023.
This review will be for authorizations issued on or after 1.4.2019 and that earlier there was no review decision.
SION of Food product at Sl No. E – 125 for export of Shea Stearine is modified with revised entitlement from 5.20MT to 5.02 MT/MT & valid upto 31.03.2027.
Data/information on mfg work flow & process wastage/recovery is called upto 31.7.24 from GJEPC/sector industry.
Implementation of PN No. 5/24 dated 27.5.24 is kept in abeyance till 31.7.24 for reassessment of wastage/SION on request of GJEPC.

The Electronics & I.T. Goods (Requirements of Compulsory Regulation) Order 2012 is amended as to “2021” . In case of failure of BIS/QCOs compliance, the imported goods will have to be re-exported or customs will destroy the said imported goods and dispose of as scrap.

1. More categories added viz smart watches, wireless head phone, USB Drive, barcode scanner, LED lighting chain etc.
2. Several standard added to reflect more recent technological advancement & safety.
3. Updated standard on safety & performance.
4. 2021 order provides transitional arrangements for products registered under 2012 & gradually meet the updated standard.
5. 2021 order emphasizes stricter enforcement mechanism & compliance.
Input of E-124 is corrected to read as 3.600 Kgs per MT instead of 3600 kgs.

2000 MT of white Onion under ITC (HS) code 0703 1019 (which is prohibited) is allowed for export from ports Mundra, Pipava and JNPT subject to certified quantity from Horticulture Commissioner, Govt of Gujarat.
Validity has been extended upto 4th July 2024 of accredition of Halal Certification Bodies and registration of unit for export of meat and meat product.
Import of Isopropyl Alcohol (IPA) under ITC (HS) code 29051220 is free from 1.4.24 without any country wise restriction which was imposed for the period AM-24 vide Notification No. 64/2015-20 dated 31.3.23.
Export of Onions under ITC (HS) code 0703 1019 to the extent of 10000 MT to Sri Lanka and additional 10000 MT to UAE is allowed through National Co-operative Exports Ltd (NCEL).
Export of various product to Maldives under bilateral trade agreement as per Notification No. 3 dated 5.4.24 is allowed through specified ports only i.e. Mumbai Seaport, Tuticorin Seaport, JNPT and ICD Tughlaqabad.
Advance Authorisations issued under Customs Notification No. 18/2015 dated 1.4.15 for physical exports and Notification No. 21/2015 dated 1.4.15 for deemed exports. EO can be fulfilled by making combined/both exports i.e. physical as well as deemed exports.
In respect of restricted import of Melon Seed, (as free in terms of Notification No. 5/23 dated 5.4.24), procedure is given for online registration under Import Monitoring System (MS-IMS).

Authorized signatory for certification of export item/qty will be Director, Agriculture Marketing & Foreign Trade, Lucknow.
List of banks announced, authorized by RBI for import of both gold & silver, and ONLY GOLD during AM-25 wef 1.4.24 to 31.3.2025 under Appendix 4 B.

RoDTEP benefit for 166 ITC tariff given in Annexure to this Notification is available from 1.4.2024 on linkage with ICEGATE for exports of products manufactured by AA holders, EoU.
RoDTEP benefit is allowed to manufacturer AA holder, 100% EoU wef 11.3.24 to 30.9.24. RoDTEP to SEZ as per new Appendix 4RE through ICEGATE. RoDTEP scheme extended from 30.6.24 to 30.9.24. Rate of 25 HS codes revised in Appendix 4 R.
Import of Urea (Agricultural Grade) under ITC (HS) Code 3102 1010 is allowed on Govt Account through Indian Potash Limited till 31.03.2025. In addition import of Urea is also allowed through RCF & NFL.
continuation of Notification No. 66 dated 63.24, import of meat of premium duck under ITC (HS) code 0207 4200 (not cut in pieces, frozen), and under ITC 0207 4500 (other frozen) is restricted for supply to 3-Star and above Operational Hotels. Other import under the said ITC is ‘Free”.
Import of Synthetic Fibres under Chapter 6006 (specific 5 ITC) is prohibited. However, it is freely allowed if MIP/cif value is US $ 3.5 and above per kilogram. This prohibition is upto 15.09.2024.
A cap of Rs.2.50 crore has been imposed per IEC under Interest Equalization Scheme for the quarter AJ-24 (1.4.24 to 30.6.24).
In case of export to UK, the Indian exporters are required to submit origin declaration (Rules of Origin) through self certification as per UK Developing Countries Trading Scheme (DCTS) under Generalized Scheme of Preferences (GSP).
Import of inputs that are subjected to compliance of Quality Control Orders by Adv/DFIA authorization holder, EoU are exempted on instructions by other ministries/departments as given in newly notified Appendix 2-Y. Accordingly new paras added in FTP i.e. Paras 4.18(A)(i) to (viii), 4.24(d), 6.07(k), 2.03(c), Appendix 2Y, (added in FTP 2023).
Import condition No. 6(b) of Chapter 27, Schedule 1 is amended with permissible total quantity of Raw Petroleum Coke (RPC) and Calcined Petroleum Coke (CPC) for Aluminium Industry with certain conditions.
Export of Onions under ITC (HS) code 07031019 to the extent of 550 MTs to Bhutan, 3000 MTs to Bahrain, and, 1200 MTs to Mauritius is allowed through National Co-Operative Exports Ltd (NCEL).
Import of meat of premium duck under ITC (HS) code No 02074200 – (“Not cut in pieces, frozen”) and under ITC (HS) code 0207 4500 – (“Other, frozen”) is Restricted for supply to Hotels & Restaurants. Other import under the said ITC is “free”.
Import of input “Menthol” covered under ITC (HS) code 29061100, 30039021, 33012590, & 33012400 stands suspended from SION/Ad-hoc norms. Import of Menthol is not allowed for want of review of such norms by DGFT.
New para 2.03( c ) added in FTP 23 with newly notified Appendix 2-Y showing list of ministries/department whose instruction are to be followed on Quality Control Order as per Notification No. 69/2023 dated 7.3.24.
